谁提供ServletContext实现对象？

Servlet specification 2.4上说，
The Container Provider is responsible for providing an implementation of the ServletContext interface in the servlet
container.
我不明白，Container Provider指的是谁？难道是Tomcat的开发者么？

应该指的是servlet容器，也就是你的Tomcat本身
