现在上面要求开发一个带有加密的身份验证系统，最好是以webservice的形式，应该如何做呢？

If you only need wrap an existing authentication system thru webservice, that's very straight forward task. Just define a RPC SOAP message containing the method and parameters, underly it can use HTTPS. Using Apache AIXS is a quite simple to establish a service.

for more fancier web service stuff, such as registration and discovery, I have no experience, but there are plenty of info on the web.
